The taxi shuttle doesn’t go anywhere near where I need to access. For example, I needed to go to Specsavers and ended up in terrible pain in my legs and an angina attack because the effort was too much. My wife doesn’t drive and I have no-one to drop me off. Betty’s is now impossible. Goodramgate being closed until 8pm has also ended my access to go for a meal in the early evening.	You need to open up Blake Street and Castlegate at least, they are really not that busy most of the time. My wife sent pictures to Julian Sturdy proving this. Goodramgate should be open to cars as well ideally but at the very least it should open by 6pm not 8pm. That is completely over the top. I genuinely feel that my right to live as normal a life as possible as a disabled person has been severely affected and the new rules are a severe infringement on the rights of disabled people. Bank, Post Office etc)	Leisure - daytime	Leisure - evening	Socialising	Attend events	I'd like to be able to attend chapel (services, concerts, talks and workshops etc. etc held there.) again - but you have removed the car park near to it (near the Black Swan pub) and Hiscox have built a building there so I can no longer attend chapel by myself.	1. SPEED HUMPS Speed humps stop me being able to use buses to get into and out of town and stop me being able to access all sorts of other places in town and mean I have to go on extremely circuitous (and expensive and polluting) journeys to get to places I used to be able to get to directly and simply and cheaply before humps were put down. And other places I used to visit just become impossible to access because of humps - or I have to accept that I'm going to be made ill/injured by trying to access them. (By humps I mean all 'cushions' and humps etc.) I have been explaining this to CYC for over 20 years, and still they continue to put down humps which restrict disabled people's access and cause them pain and injury. (Only this month, another one appeared in Heslington - without any consultation - which has deprived me of my bus route to my doctor's surgery and shops. Thanks a bunch. It's great to be disabled in York - NOT.) 2. CAR PARK CLOSURES Most disabled people don't have a blue badge, but many of us can't walk long distances. So each time you close a car park, that prevents us from getting to nearby places. I used to be able to attend chapel in St Saviourgate because I could park in the car park (near the ex-ambulance point) behind the Stonebow/Peaseholm Green. There is now a building there (the Hiscox building, I believe). Other car parks are too far away from Chapel for me to be able to walk there. So, all the services, concerts, talks, workshops etc. etc. etc. that I used to attend at Chapel, I can no longer get to by myself. You have removed an entire swathe of my social and personal and professional life. And when you remove the Castle car park, that will be another whole swathe of my life that I won't be able to access. I use that car park to get to e.g. the Friends Meeting House, the Grand Opera, the Merchant Adventurers, as well as for local restaurants and shops and museums. So that's another whole swathe of personal, professional and social activities I won't be able to access. Thank you very much. The government has made it virtually impossible for some very disabled people to get a blue badge. This means that many disabled people can't access the blue badge spaces and disabled bays that exist. Which means that 'normal' car parks within reasonable distance of where we want to get to are crucial.

Use scanners to check number plates of cars are registered to disabled drivers, bring back the green badge city centre parking system. Use traffic wardens to fine people who park in contravention of parking laws and make sure blue badge holders can park in the centre.

Lack of cycle access into and across the city centre (my partner uses a cycle as a mobility aid and my main mode of transport with my children is cycling). In particular the closure of Castlegate to cyclists during foot street hours has left us unable to cycle from the riverside to the Picadilly/Parliament area of the city. And the limitations on cycling within the footstreets mean that much of the city is completely inaccessible to my partner, preventing us from visiting the city as a family.	Somewhat agree	Strongly agree	Somewhat agree	Somewhat agree	Neither	Strongly disagree	These questions all assume that people need to access the city centre using a vehicle. Occasionally	Less likely to visit Being unable to cycle along Castlegate has made it too difficult and dangerous to access the city centre with my family on cycles. I am not disabled, but am the main carer for my disabled partner.	For someone with limited mobility the park and shuttle taxi simply doesn't help. Getting in and out of multiple vehicles is exhausting, and often the taxi can't get you to the destination you need to access.	An expansion of the excellent shop mobility scheme, with one or two more carparks offering shopmobility scooters (and perhaps hiring pushchairs for cyclists with young children too). Blue Badge cycling access on the footstreets, to enable cyclists that use their cycle as a mobility aid to get themselves to the door of their destination. Cycle parking provision for adapted cycles throughout the city centre (allocating the end stand on cycle racks for disabled/family use would be a good place to start).

I use crutches to walk and cannot walk far without becoming tired and out of breath. The changes made by York City Council to vehicle access to the city centre mean that I can no longer get close enough to the places I want to visit. I used to often park in Blake Street or Lendal Street which gave me access to nearby shops for the short shopping trips that I want to do. I never had any trouble in finding somewhere to park with the access my Blue Badge gave me to parking on double yellow lines. I do not want to use the taxi shuttle service provided from Monkgate car park because of the increased risk of Covid-19, especially as I am already at an increased risk as a disabled person. I also used to meet with family to have evening meals in restaurants on Stonegate and Fossgate. I can now no longer get close enough to restaurants until after 8 pm and the nature of my condition means that I am more tired by this time of day. The condition I have developed 2 years ago and I became unable to visit the city centre because it was too far to walk from the car parks. When I received my Blue Badge it made a great deal of difference to me in to park in the city centre and to gain access to the shops and restaurants again and it really improved my independence and wellbeing. I feel that accessibility to the city centre has been ruled out for myself and may other people with diverse disabilities.	Neither	Somewhat disagree	Strongly disagree	Strongly disagree	Strongly disagree	Strongly disagree	I no longer have access to use shops and restaurants in York city centre because I cannot park close enough. I consider that using the taxi shuttle service would increase my risk of catching Covid-19 and, as a disabled person I am already at higher risk of this. Also see my comments for question. I also no longer have access to park near restaurants that I used to visit in Fossgate and Stonegate as I would choose to eat at about 6 or 7 pm. It might be helpful for York councillors to meet with Blue Badge holders with different disabilities and parents of children with disabilities to see how difficult access to the city centre is for them now,	I had no problem accessing the city centre before the extension of the footstreet areas when I could park near the places I wanted to visit. I do appreciate that this is beneficial to probably the majority of users but for many it has caused difficulty in accessing the area or in some cases has completely ruled out access to the area. Even if I had my husband with me, I could not be dropped near where I wanted to be because there is no access. On top of this the hours have been extended so that access has been restricted further and there is no access to Fossgate. Please consider returning the footstreets zone to its pre-Covid19 area and/or reducing the footstreets hours so that there is at least the ability to have some time for vehicle access to York when the shops are open and to allow access to restaurants etc. earlier in the day. The changes made make me feel sad and discriminated against and have stopped me having access to a place that I love.

What about a new local residents disabled windscreen badge required for some of these spaces.	Disabled parking along College St, Deansgate, Goodramgate and around the Roman Bath House should be reinstated.

It matters not which car park I use, I still cannot reach the city centre with my limited walking. AND you have reduced the number of double yellow zones we can now use {e.g. Deangate}	At least allow car access and drop-off IN the city centre 24 hours a day, even if you don't allow parking. This will NOT, however, help those whose blue badge is, for example, for an autistic child. Those people NEED to park close to their destination. Cars and parking may be a nuisance to those of you who are fit and, which I fully support, want to 'green' the environment, but they are a lifeline to some. When you cut that lifeline, you limit that life.

Replacing them with spaces which are further away is useless if people have limited mobility and many taxis can’t accommodate adapted Specialist wheelchairs. You’ve taken away people’s independence and replaced it with a paternalistic and patronising solution which doesn’t meet most people’s needs.	Talk to disabled people and their advocates before making changes. Remember that disability and infirmity come to everyone. Signage reminding tourists that they need to share space with wheelchairs on the streets of York. Educate university students - in particular, I’m sorry to say, those from China - that it is important to move out of the way to help wheelchair users and their supporters feel comfortable on the streets in the city centre, rather than staring blankly through us. Cut back on the green ideology and rhetoric which demonises cars and undermines the wonderful freedom they represent for people with significant disability.
